One of the most accessible ways to formalize small businesses will undergo significant changes in 2023. Individual Microentrepreneur Registration (MEI) will see basic changes to its rules within the next few months. Some changes have already been in effect since January 1st.
The most relevant of these is the contribution value for the registered MEI. Now, the cost of DAS (Simples Nacional Collection Document) will be R$ 66 annual, R$ 6 more expensive than usual. This value represents 5% Brazilian minimum wage added to ICMS and ISS. At the moment, the minimum wage is R$ 1.320,00.

In addition to the contribution adjustment, the MEI registry also adopted small changes. One of them is the name that appears in the registry. Until 2022 the document had the full name of the holder and their CPF.
From this year onwards, registration must have the full name of the company with an open CNPJ. MEI Caminhoneiro was also created and is already in force through Complementary Law no. 188. With him, Independent transporters will be able to register as MEI and earn up to R$ 251,6 thousand per year.
Professionals in the area can migrate to this formalization option during this month of January, through the MEI Portal. Finally, the changes are allowing bureaucratic processes to become simpler through the MEI application, available for Android and iOS.
The platform was made available on January 1st, allowing the issuance of invoices and access to documents necessary for the Federal Revenue Service, such as Electronic Tax Domicile.
PLP proposes to increase revenue
Another change planned for 2023 is the billing limit allowed in the MEI classification. The complementary bill (PLP 108/201) seeks to increase this value, enabling microentrepreneurs to earn up to R$ 144 thousand annually, instead of R$ 81 thousand currently predicted.
Furthermore, the law would allow microentrepreneurs to employ two employees instead of just one. The project has already been approved by the Constitution and Justice Committee and the Senate. Nonetheless, awaits the vote in the Chamber of Deputies.
